Tri-County Opportunities Council (TCOC) was responsible for procuring the One Stop Operator for LWIA #4.

Requests for Proposals were sent to individuals/agencies on the Bidders List.  The RFPs were issued on January 7, 2022 with a return date of February 11, 2022.  The Request for Proposal was also posted to the TCOC website on January 7, 2022.  Questions and Answers were also posted to the Tri-County Opportunities Council website as they were received.

Two providers submitted a Request for Proposal:

• NCI Works One Stop Consortium (IL Department of Employment Security, IL Valley Community College, IL Department of Human Services/Vocational Rehabilitation Services, Business Employment Skills Team, Inc.)
• Career TEAM, LLC

Members of the NCI Works reviewed and rated the proposal.  Detailed information regarding the One Stop Operator and the recommendations can be found in the March 1, 2022 NCI Works Meeting Minutes.

Contract Awarded:

NCI Works One Stop Consortium (IL Department of Employment Security, IL Valley Community College, IL Department of Human Services/Vocational Rehabilitation Services, Business Employment Skills Team, Inc.).  The Proposal submitted outlines the thoughts and details from the four Core Partners (Adult Education, Department of Human Services Vocational Rehabilitation, Wagner-Peyser and Workforce Adult, Youth and Dislocated Workers Programs and how this consortium plans to provide oversight as the One Stop Operator.  Working as a team of professionals, their goal is to make the One Stop Center and System the most effective and efficient System to meet the needs of both the individual and the business partners in the Local Workforce Area. 

On April 26, 2022 NCI Works and the Chief Elected Officials will enter into a formal agreement with the NCI Works One Stop Consortium.  The contract duration is from July 1, 2022 – June 30, 2026. Contract is for $38,791.68, all in-kind funding
